The much talked about dialogue between the Federal Government, and Niger Delta Militants, received a boost on Tuesday, November 1, as Niger Delta Elders under the Pan Niger Delta Dialogue Team, led by Chief Edwin Clark, met with President Muhammadu Buhari.
At the meeting, which has been in the offing for a while, the Elders presented the President with 16 demands, which they said would guarantee peace in the oil rich region.
Below are the 16 demands:
1. Ownership of oil blocks
2. Review of Amnesty Programme
3. Relocation of Headquarters of IOCs to areas of operation
4. Approval of Maritime University
5. Strengthening Niger Delta Ministry
6. Revival of key critical infrastructure
7. Resettlement of Bakassi indigenes
8. Restructuring, funding of NDDC
9. Introduction of fiscal Federalism
10. Economic development, empowerment of N-Delta people


11. Improved power supply
12. Security surveillance
13. Protection of oil, gas infrastructure
14. Meeting immediate needs of IDPs
15. Addressing effects of increased military presence in N-Delta
16. Ogoni clean-up; Environmental remediation
Meanwhile, in an exclusive chat with Post-Nigeria, a highly placed source in the Presidency from the South-West, speaking on President Buhari’s next plan, hinted that, “Buhari will never honour Number 9, and possibly number 1, on the list of their demands.
“My Journalist, I can authoritatively tell you that out of the 16 so called demands, Buhari will never honour number nine and number one.
“Buhari is already losing sleep, I was rightly informed. Fiscal Federalism, and Ownership of oil blocks are hard nuts to crack. If Buhari dares it, he will lose favour from the North,” the source said.
Adding, the sources said: “Remember Atiku called for Fiscal Federalism, while the Northerners are major owners of oil blocks. So what are we talking about? I have told you, those requests will be thrown into the waste bin. Mr President cannot be boxed in a corner. I repeat those two demands cannot, and can never be met.”
On the oil blocks, it could be recalled, that the former Chairman of the Senate Committee on Business and Rules, and now Special Adviser to the President on National Assembly Matters, Senator Ita Enang, had previously made the shocking revelation that 83 percent of oil blocks in the country, were owned by Northerners.
“There should be equity, and federal character in the allocation of oil blocs in this country. Eighty-three per cent of all present oil blocks, are owned by Northerners.”
